there are two black rubber boxes under the stearing post that the wires come from the switch one of them has a short in it and wont let the motor start if you move it then it will start.What are they and how do i fix it Thanks

 

I believe ones a CDI and ones maybe the coil? does one have the spark plug wire running out of it?

 

One is the CDI box and the other one is the reverse limiter box.
