Baja 90 ATV does not rev down hardly

Hi everyone,
I just bought a new Baja 90 atv from Pepboys this past weekend. One thing I noticed is while riding, if I release the throttle it keeps going the same speed until I squeeze the brake. It does not rev down hardly any. When i have the parking brake on and I press and release the throttle it does rev down then. I just worry about my son wanting to stop or slow down and has trouble.
Also, the idle screw on the carb does not change a thing when it is running. Why not? I can tighten it all the way in and runs the same. I turned it out two rotations from what I read. I was just trying to fine tune the motor.
I also have to adjust the throttle cable while it warms up. Otherwise it will cut off.

You should be able to loosen the adjustment in the throttle cable so the idle will drop..
The reason you need to adjust the throttle so it will warm up is these are set up very lean from the factory.. This could be causing your run on problem to.
All chinese quads are jetted to pass the CARB and EPA tests.. Larger jets are the only cure..
