Default HIBIRD 250st adjust chain

I have a 2008 HiBird 250st. My master link came apart while riding and I found myself chainless. I ordered new master link and now my chain has too much slack. After hours or searching it appears i am supposed to rotate the axle to tighten the chain. I put slack in the two swingarm axle housing bolts and the brake bolt and the axle just does not seem to move. I am using a pipe wrench and i am hoping someone can set me straight so I can get back to riding.

Have you tried moving it both ways? up and down to try and loosen it up?
