500 watt electric ATV in Illinois

We are looking to purchase an Electric Atv 500 WATTS for our son, he wants to ride it around the neighborhood.
I wanted to find out if this is something that I need a permit for. My son is 5 and more than ready for it, and of course we will be with him, and he will be riding it on the sidewalk not going more than 7mph.
We just don't want to spend money on another cheap one, in which we will have holes in the tires after a year, because they will wear off like the one we have now.
Does anyone know what the laws for electric ATVs like this are? I am just a bit confused with it all.

Around here, electric only motor stuff such as E-Bikes have the same rules as petal bicycle. No helmets over 16 years old and not insurance or license.
A electric ATV should be like a child's petal car as well.
