Default 02 sportsman 700 STILL runs bad

After all the work I have done to this my last attempt was to install the RM Stator ac/dc coil Kit. I now noticed that there is gas in the oil. This may have been there since I started working on it but regardless I am changing the oil and filter now. The first time you ride it after working on it the bike will accelerate much better (not perfect) then die. Each time I restart it it will accelerate less and less to the point where it will hardly run. Sounds like it is running out of fuel so maybe I missed something in setting float level. I followed the service manual, setting carb on side and setting float at 13mm. Carb has a new slide in it. I have blown air pressure through both the fuel lines to tank in case there was something blocking the fuel inside the tank. When I connect a vacuum gauge to the port on manifold where fuel pump connects it fluctuates violently. Is this normal? Seems to me it would be no different that connecting to manifold of any 4 stroke motor.
