Cranks/Runs from Solenoid but no lights or Key switch functions

Desert 150cc.
I can crank it from the solenoid and it runs fine and the red toggle kill switch works, but key ignition, lights, dash etc has no power.
Once I crank it I short the fuse wires together (fuse blew) but nothing happens lights dont come on etc. Do I have a bad voltage regulator?

Put a 12v test lamp across the fuse terminals, it shouldn't light. Switch on, if it lights, it shouldn't be all that bright, press start button, the lamp should brighten. If the lamp lights with nothing switched on, disconnect the regulator, if the lamp then goes out, faulty regulator. However the fuse probably blew when something in the main wire from fuse to ignition switch shorted, probably the switch. Test it if you can. If you need a new switch, make sure you get the correct one, as some work earth to kill, some earth to run, wiring colours can vary too.

I owe you a beer man!
I hooked the test light up and noticed it would come on and then fade. When the key was in the on position.
Turns out even though I had cleaned the connects inside the key ignition assembly the molex connector was shorting.
Got the pins out safely, cleaned them up and bent them back to shape (I had flatten them pushing the meter probes into the pins)
Put it all back together threw in a new fuse and PERFECT!
BTW though the test light was shorting the fuse terminals it didn't allow the current to flow with my test light (LED style) so I didn't see the results until I placed a new fuse in after all the above mentioned.
