2000 kingquad 300 runs rough after 1/3 throttle.

First here is what it is doing. When I first start it it will rev to full throttle but it starts cutting out at 1/3 throttle after varing times(usually 10 to 30 seconds) sometimes it will run fine for 10 minutes driving it then start cutting out. I do not believe carb is the problem.
I have done the following.
1. Rebuilt top end
2. cleaned carb and made sure all jets, flow tubes, float settings and vents were open.
3. changed oil and filter
4. checked the wiring found no bad connections.
I have tried everything and found no solution.
Does this machine have a reverse rpm restriction device built into the CDI? The wiring diagram does not show any thing
reason I ask is it acts just like my Polaris does in reverse.(which it does have a reverse governor built in to the CDI)
The man I am working on it for decided to take it and ride it for a while because it will run 1/3 throttle and it needs to run that
or less to break in. But he will eventually want me to find out where the problem is. I think it is either the voltage regulator or cdi unit
causing it but it acts like the CDI unit doing a governing out of reverse( reverse does not seam to affect it..
