Parking Brake adjustment screw

Parking Brake adjustment screw
Hello,
I just picked p 1992 LT230E. the parking brake is not working. The rear brakes work fine. I tried to adjust the parking brake screw but it wont turn in wither direction. I used PB blaster to loosen the screw. all that happens is thee whole arm and assembly moves. Is there a way to free the adjuster screw. Does anybody and a method to this.
