What is the purpose of the allen screw on the front brake caliper? Is it for adjusting the pad clearance? If so what is the adjustment procedure?

Yes. It's for adjusting the pad clearance. Turn the adjuster screw until stationary pad contacts the disk, then back off 1/2 turn.
