DCNR PA Registering Question

Hi all. New to the site, lots of great information...
I bought a Honda ATV in CT, have the MCO and Bill of Sale (private seller)... I have a vacation house in PA, my drivers license is NY. I called PA DCNR last week and asked about registering it so I can ride PA trails etc, guy said since I have out of state DL, I don't need to title it in PA, I can fill out form 1300-FM-DCNR0043 and check REGISTER ATV box, include MCO and picture of VIN on ATV and check for $20 and I'm all set. Called back today as I have an appt in NY DMV to title it, but wanted check on the turnaround time as I don't want to miss my NY DMV appt (they are way backed up) since I tried online and I have to go into the DMV. I will need the MCO to title it in NY. Person I talked to today said I have to TITLE it in PA and register it. So different answers....
Does anyone know what is the correct process? My immediate need is just to get the PA plate/registration so I can ride it, worry about MCO to Title later. Thanks in advance!
