2007 sportsman 500 not "downshifting"?

Best I can explain this, is at higher speeds, it works fine, but when you slow down, the CVT won't fully downshift to a lower ratio. It'll stay in a higher ratio and causes the engine to have a real hard time getting the wheeler to move from a stop. I took a look at the clutches and the weights, and verything moves freely. Could it be a weak spring? I just don't know where to look. Any ideas? Thanks!

it would be in the secondary clutch not most likely not back shifting. is the belt worn as well? being it's a 2007 it could use a complete take apart and cleaning. not sure if thats a roller clutch, it may be very dirty or worn parts or a combo of small issues.
