I live in Manitoba, Canada. I just heard that it was against the law to haul an atv in the back of a truck when the atv is not registered. Is this true?

Not in Alberta it isn't. While in the back of the truck, it is considered part of the vehicle. Hence, if you rolled your truck, your truck insurance would cover the cost of the repairs on the quad in the back. The same goes for a pull behind trailer. I'm sure the quads aren't registered while they are transported to the dealership!

In California that is against the law So, it's not unheard of

If it's on a trailer or a truck, then it's cargo and doesn't need licensing, etc unless there is a special permit like for a camper required. But even if it is on the ground and not running it doesn't need a license, etc unless you start it and drive it. As to The Peoples Republic of Kalifornia, they have ignore the basic laws of this country (you know, the Constitution) and common sense so long that the aren't even an anomally anymore, just weird and ignorant.
