that's terrible mileage. Mine will get about 60-70 miles on a tank of fuel. (and I do drive it fairly hard) My first thought is the mixture is too rich.
Have you ever pulled the spark plug? If it is black, then it's a good bet that the carb setting is too rich.
Is it hard to start?
How does it idle once you start it?

another thought.........if your tank is shaped like mine then when you fill it up the gas will reach the bottome of the filler neck before it is actually full. I can usually squeeze in 1/2 a gallon more if I add sloooowly.
Also...I don't suppose you've checked for a leak yet?

I'd say you have an issue. I can get 24+ MPG with my 400. I can often get 100 to 120 miles from a tank. Worse case probably 70 miles. Once last winter I only got about 20 miles out of a tank but I was in low-range 4x4 going through some heavy snow.
I would put the spacers on all 4 corners.
