in time, you will lose power and probably waste fuel. not alot ,but you will b/c the vavles arent closing or opening at the right time. thats why you get them adjusted. for example, on my dodge ram (deisel), for $120 i had my valves adjusted and now i get 650 mile per tank of fuel. i used to get about 550-600 miles per tank. of course thats a truck not a bike but you get the point.

Yes, it would also be harder to start. With 650kms, you may looking at a valve job, if yours are warped from being out of adjustment. You may have to replace the head too, if the valve seats have been screwed up.
9 times out of 10 its the exhaust valves that screw up. They don't open all the way, over time the hot gases warp the valve, they don't seal properly-accelerating the warping-and the valve beats up the seat in the head. Eventually the engine just won't run, or the valve breaks(dropping a valve), with the pieces bouncing around the cylinder and poking holes in the piston before the engine stops .
Were I you, I'd pull the head off and look.

depends on what you dealers hourly rate is. mine is $85 an hr. so it cost $85. you can do it your self yes, but if your not mechanicly inclined, id take it to the dealer. it could turn into more of a job if youve never done it or seen it done. or you can screw up the whole thing. as far how to do it, to much to explain on here for me, im not a fast typer.

well you have 650 km or (400 miles) on your bike so i would do it within the next few rides. you should do it at the first 100 miles but not everyone does. to prevent damage now or in the future, just get it done before 1000 km.
