Questions about my AC500cc 4x4 manual

I've purchased a 500cc arctic cat 4x4 in the middle of the summer, the auxiliary break and rear breaks didn't work.
We recently fixed the auxiliary break and will soon fix the rear breaks.
Once my dad fixed the auxiliary break (it wasn't triggering the rear) I couldn't do a lot of the stuff I could do before. My biggest disappointment is not being able to do cookies anymore. My question is, can you guys do cookies on your arctic cat 500cc bikes? If your bike isn't a 500cc then post an answer anyway.
Also, we recently had it 'tuned up' and it's top speed is now 54. Before it was tuned it had a top speed of 63, does this sound right to you? I can't stand it. I really enjoyed going into the 60's on a road with a speed limit of 55; I rode roads with a speed limit of 55 on a regular basis and I cannot anymore because of the extreme drop in top speed.
Lastly, after we got it tuned I cannot rev it because it turns off. Does this sound right to you? I could go 30 mph in 5th gear in town to save gas before, now it turns constantly turns off if I go below 40 in 5th gear. A long with that I get this jerking, my dad is reluctant to ride it and tells me "that I'm full of **** and the bike is perfectly fine" but he hasn't rode it for more than two blocks. His answer to it after I keep bugging him is that it's searching for the lowest RPM. Does it search for the lowest RPM when you're giving it the same amount of gas throughout the trip and have it full throttled? Haha, scratch full throttled; I cannot run it like that because it turns off.
For comparison, I will list the top speed before and after tune up so you guys get an idea.
Gear: before - after
1st gear: x - 14
2nd gear: x - 24
3rd gear: 37 - 34
4th gear: 50 - 46
5th gear: 63 - 54
I find this complete and udder bullshit and it pisses me off. Before I rip his head off I would like opinions with those with the same make and preferably model, though make is fine enough because I doubt many of you have the same model.

I apologize for this double post, but noone answered.
I made him ride the bike while I was driving one of the trucks right next to him, he felt it. It's good, we're taking it to the shop on monday.
