The primer pump was on the left side of the carb on my 98. It's a small round black **** that you pull out and push back in once or twice. I have never seen one all torn apart but I'm sure it had a small diaphragm plunger. If the diaphragm is cracked or has shrunk, it could be by-passing fuel.
