Default ca emissions

I purchased a new '07 AC Prowler in CA. A friend has an '06 AC Prowler from Arizona. Does anyone know what exactly the difference is in the CA Prowlers compared to the states with where the emissions are not so stringent. There was a substantial difference in power between the two. My CA UTV had less power and went through A LOT more gas. It seems like CDI and carburetor would be a good place to start??

Is your prowler carborated of fuel injected?

Because if its fuel injected then the computer could be tweaked. If it is carborated then check out a Moose CDI I have heard good things about them when used on the 650 V-twins. Also I believe to get the most out of a carb modification you also need to modify the air filter, and muffler (or go with an aftermarket muffler).
