Update:
I bought another carb (here) swapped the jets in the carb with the oem main 140 (5507-044), the starter 90 (5507-092, and the stock slow #38 (5507-246). It runs much better especially when warm. It seems to still have some hesitation in the higher rpm. I am going to replace the spark plug because the other carb setup had a slow jet 50 causing a rich environment. What is the best or most effective method to tune the carb to the engine?
