2001 Cat 400 4x4 Wiring/Charging Issue

First off thanks to all contributors. Because of the contributions it’s very easy to solve issues.
That being said I have an issue I can’t solve. I have a 2001 Arctic Cat 400 Manual. I’m having charging issues. I was able trouble shoot it down. Stator is good, 60v across all, battery is charged. So I assumed it was the voltage regulator. So I disconnected the harness and fire it up and I’m getting 14-15volts on both sides of the 4 wire harness while unplugged (on the regulator side of course). So I plug it back in and I’m back to 12.7 ish (basically the battery voltage). I had already bared the connections down stream of the regulator and they looked good so I replaced the harness. Well it’s still doing the exact same thing. As soon as I plug in the harness it’s down to what ever the battery voltage is. What on earth does everyone think it is? I replaced the starter relay as it was an issue before, I checked the ground, it was clean but I cleaned it again. Battery is new and holds its voltage. I’m at my wits end....
