James, you actually have several options at your disposal beginning with the one you suggest in your question. We’ve had luck swapping out OEM bed bolts with threaded eyehook units but in all honesty, this would probably be our last resort as it is the most labor intensive of your options.

Brands like Keeper offer affordable movable anchor points, sold in packs of 2 that are perfect for this application. You simply decide where you want them on, slip them onto the truck’s bedrail and tighten them down by hand.
