Default 1981 ATC 200 Clutch Problem

I have recently rebuilt my 200 ATC and for some reason it will not shift into neutral. The 3 pieces of the clutch lifting assembly that look like triangles are not installed at this time. When I began to tear it apart it wasn't in gear but after i have it all back together except the outer casing and clutch lifting assembly it seems it is in gear now. Without those pieces
1.Clutch lifter cam
2.Ball retainer
3.Clutch Lifter

would that make the clutch not go into neutral and stay in gear. I am awaiting their arrival in the mail and am wondering once they are installed will that solve the problem. What exactly does the clutch llifting mechanism do.

those peices are sopposed to be there if there not there it will not shift what they do is they push a peice of metal against the shifter to put it in neutral.
