My 1983 200e would run ok but from idle if I slam the accellator it would bog but now that I have snow on the ground and is below frezzing the bike does not bog it seems to run a hell of a lot better why would this be? And even after riding for about 1 hour 30 min and the engine hot it still runs a hell of a lot better when the air out side is below frezzing

Your carb needs attention. Its running to rich in the warm weather, so no that it is cold, it leaned out enough that it runs good.

When is the last time you cleaned or replaced your air filter? Remove the air filter and see if it runs better when warm outside. If it does , it may be time to replace it.
