cant get 200s to run right

cant get 200s to run right
new piston and rings, cylinder bored, new cam chain, and new carb.
it is hard to start, when i get it to crank, it sounds like it is starving for gas around 1/4 throttle and up, also when i start it, it has to start on idle and as soon as i touch the throttle it dies until it warms up a little.
also when i timed the motor, i could not get the timing marks to line up just right, maybe 1/8'' off is the best i could get it.
any ideas?

Redo the timing if you know it's off. It should line up dead on. Also, after that set your valve clearances too. Make sure your intake manifold boot isn't damaged also your airbox and boot. If all is good and you have spark, you should be able to fire it up, get it to idling temperature and then tune the carb. If you forgot the turns on the pilot, 2 and 1/4 turns out from lightly seated. Throttle stop, after idling, turn out slowly until it dies then one full turn in will be a good starting point.

i can not get timing dead on. it looks like it is a tooth off,so i moved it back a tooth, still not right. it is about 1/8'' off on each side of the mark, never dead on like it should be. will run in either spot.
have checked carb,boot, and set valves.
it will run and idle good when it cranks, but is hard to start and does not want to take gas over 1/4 throttle.

Ok so you got the timing mark on the cam sprocket on +/- 1/8". Did you put the flywheel on 'F' (afterwards) and set the spark advance and pulse generator? Maybe the firing is off slightly, as far as the 1/4 throttle is concerned. Try that to see if it will run better.
Not sure why the 'O' wouldn't line up. Did you line the flywheel up to the 'T' or the line with the 'o' above it NEXT to the 'T'? That might be the reason it's off a bit?
