It doesn't idle very good and it fouls spark plugs alot. But when you clean it out and run it around it goes good but when it idles you can hear it starting to cut out. I thought the air filter might be clogged so I ran it without and same thing. I've had the carb apart about 20 times and there is nothing to it. Its the adjustments on the outside I'm not sure about. If the float is too high will it do this?

 

I don't know the exact measurement for the float height on that carb. However, I have found that if the need hits the seat at the same time the float is level, it is usually good enough. Chances are the engine might need rebuilding.
