I think you probably should charge so you don't get crowded. You could give customers who buy bikes and quads x amount of free days at your park. (I say park because you have more than enough room for track and other things, and sounds like you plan on it.)
It would be a great idea to give club members discounts on addmission, but keep addmission low enough that people can go there every weekend if they want.
I'd require that you be at least 18 to get in both from a liability standpoint, and crowd control standpoint. A bunch of reckless teenagers could keep your target crowd out. Not saying all teens are reckless, just usually are when in groups.
Have a small shop there with some common items to keep people going while they are there. Good way to make a couple extra bucks too.
Maybe hold some fundraising events there for local benefit. It'll keep the public opinion up and make it harder for someone trying to shut you down when you raise a bunch of money for those in need of some kind of help.
