250 R SHOCK PROBLEM

THE REAR SHOCK ON MY 250R (WORKS) worked fine all last season. after sitting in the cold garage this winter will not rebound all the way up anyone have an idea what could be the malfunction. I havent road the quad this year i have only noticed this by pushing the rear of the quad down. I have even jumped up on the rear of the seat and it will still not come up unless i pull it all the way up. Thanks you for all your help.

This is with the spring on? Because it is spring loaded, the shock should fully extend all the way unless something inside is binding up.
Remove the shock, then spring and see whats up. There should be some resistance on compression and rebound and you shouldn't hear any noises from inside the shock. If you do, you might have air inside.
Maybe you blew a seal or bladder.

could it just be the spring does not have enough pressure on it or set to light. could it have been this way for awhile i have only owned the quad for a short while or could this be normal. Also the ride hight at the rear grab bar is thirty inchs. when i compress and release the shock it only comes back to about twenty seven and five sixteenths or so thanks for the help
