Default Golf carts but not side by sides?

The county I live part-time in GA has allowed golf carts on public streets for years and dropping my kids off at school there would be dozens of carts in the dropoff and pickup lanes every day. Those carts don't have seatbelts, proper lighting and they can't reach within 10 mph of the speed limit signs even in the neighborhoods. I don't understand why side by sides which do have all of those things are illegal and will receive tickets if they are on the street or in the ditches. Would some of you who understand the laws better than I do break it down because just looking at it from my view it doesn't make much sense?

The worst hooligans and boardroom raiders are found on golf courses.

They just tend to spend more money influencing laws than trail riders.

I hate these idiots that drive their golf carts on public streets at 8 mph like they're a car. You can't go the posted speed limit, you don't belong out here. I will accept bicycles to a certain extent but they need to yield to cars and get out of the way in my opinion. Atvs and utvs have brake lights, headlights, can go at or above posted speed limits and can have horns and turn signals added. As the previous posted said, its a lot to do with money. Rich people influence local laws and they like to cruise around in their fancy golf carts and impede traffic and be in the way. If you're in a slower vehicle, you should always yield to regular traffic, that's just common courtesy. You literally have nowhere to go otherwise you would be in a car.
