Hey bud are you sure you did not split the head on the allen with the frist one and thats whats making the second seem small ?? i hate to bring that up but it dose sound like the likley problem???

no...
None of the head are split on the 5mm sticks or the bolt... All of those crappy T handles ones I got are out of spec.. They are the $7 set from menards.. but I figured they would be IN spec!!!.. bolt is intact..

If you have the two outside bolts first removed then,
using a plastic hammer or piece of wood, tap on the lower right side of manifold
to turn the whole manifold counterclockwise. Have the ballnose allen in the bolt at the same time
and this will break the bolt loose. The factory seems to use locktite during assemble.
Once you can get even a 1/8 turn the bolt will start to turn easily.
