how to prep plastic before paint??

i have some scraches and pits from gravel on my rear fenders, does wet sandpaper take that off?? i need to smooth it.

Yes . Start with something fairly agressive such as 400 to start, then as the scratches and pits come out go progresively finer to a 1000 or even 1500 then you will have to buff it to get those scrathes out.
