Default compression test

is one a good indication of what is going on inside of your motor? what would a good used motor have for compression? in lbs, i read somewhere that if you have low compression and put a few cc's of oil onto the cylinder through the plug hole and crank it and the compression does not go up the it is possiby your valves out of adjustment?how many cc's is a few?teaspoon full?
