Default Question about steering stem bearing?

does the bearing on the bottom of the stem go through the hole in the frame with a collar on top of the frame and one below the frame or do both collars go around the bearing sitting on top of the frame or both collars below the frame? i just took mine out and the guy i bought it from had both of the collars below the hole in the frame and I dont think that is correct, thanks fellas
