Need the correct tool. Don't know if there is a tool to let you do it with the head on.
Unfortunately, I've been able to tell my valve springs are bad because they were broken
If you rev the bike that hard I'ld replace them once a season. Especially if you have an aggressive cam.

The Pami is a little taller than the Rw springs. I have had to shim the RW to get the correct seat pressure, None of them will last over a year (if that long after hard racing) The cycles takes the pressure down and they either break or float.
Like DuneMe said just the agressive cams will wear them out.
They can be tested on the head , but its better to take them off and get the correct hights for the setting.
