RWR: A1 /A2 - Woods-9
HPR: HR2 - HR3 (No ideal what the specs are)

I've used 110's, 109's, stock, and HPR 3's. I really like the characteristics of the HPR3's. Smooth all the way around and through out the entire curve. I've also ridden the A1's A2's. Nice cams as well. I like to dune, trail and race the hills. The HPR3's were right on. For us big guys, they are a nice cam. I'm about as big as they come.
As far as the shim-under vs. shim over(stock). I understand why we have been pointed toward the shim under bucket. But I'm not all that convinced it's that big of a deal. I personally know of motors that rev9500 - 10500 and still have stock buckets. I know that all the other manufactures have went to shim under bucket so maybe that's a sign. RWR doesn't really believe that they are a big deal for our Rotax. This is one that will probably be one for the ages. I know that HPR recommends them, as well does WEB. Then again, you really have to look at where your motor will run. I'm quite sure that you wont be makeing any usable power above 9500.... so really it's going to be what you feel comfortable with. With everything I just said, I'm running under bucket...
Go Figure.

The 110's don't require the shim under conversion. They will offer improvements with stock porting and will only cost you about $200. If price is the determining factor, I would sell the 109's and buy the 110's so you don't have to buy the shim under conversion that the 109's require.
I wouldn't even look at any of the other cams on your list based on your other modifications.
Web 110's would be the cheapest thing except for staying with stock cams, of course.
Good Luck,
Ron
