I was looking for the article about Penlands Baja 1000 Victory last year on a Outy 800, I did not find the article I was looking for that had all the pic's of the race quads and the details about them, but I did find this to confirm that Penland won his class on his Outy 800 in the Baja 1000 last year.

Mike Penland has won 11 GNCC Titles in the Utility Class. He signed with factory Bombardier in 2005, and will go for number 12 this year aboard an Outlander 800 - the very same Outlander 800 that carried Penland to his fifth Baja 1000 Class Victory in 2005. Mike beat several Bombardier teams racing in the pro class, where the only differences in equipment were Mike's expertise and his Maxxis Bighorn Radials.

His machine does look more stock than the others in those pics, but I spent over an hour trying dig up the articles pic's and links I posted. I did not see one word saying if his was 2wd or 4wd. I do know he was in the sportsman class which was a differnt class than the majority of the pic's in the those galleries. There were only a few of the pics in there that were of his quad, you can spot his Bighorn radials and that pretty much lets you know that was his machine, where as the detailed pics of the 2wd setup are clearly not running bighorns. If I find out I will let you know, I am just as curious as you are about that.
