traxter wont idle

traxter wont idle
I have a 2000 traxter that wont idle, and runs poorly. It will hardly start or run with the choke plunger in.
Oddly, it runs much better with the choke plunger completely removed.
The carb is rebuilt, and has even been tested, and ran fine, on another machine.
Any help would be greatly appreciated.
