Default Exhaust Packing

I have a 2000 DS650 with a Big Gun pipe. I noticed that it needs to be repacked. My friends are telling me that I am losing horsepower from my pipe. Is this true?

Now how much power are we talking about. Are we talking enough to feel or just enough to be able to tell on a dyno.
