i have herd the web 109 cams would make the valves slap the stock piston is that true?

Only if you were to float the valves I guess, there are a lot of people running them with stock valves. Not sure if you need a shim under for it though.

There is no way they should with proper set up. You need to be shimmed to the proper valve clearance, and be sure the timing is set up correctly. And all of that should be done with the Piston at Top Dead Center

I 2nd Dragon - as long as the valve lash and timing are set right - there should not be a problem.
