Anything 192.169.x.x (x being any number) is a private network. As well as 10.x.x.x, and a couple others that are seldom used. If you are using a device like a Linksys Router or other broadband sharing device you could open port 80 to your pc, then give everyone the public IP address of your router device. However, most ISPs don't give you a permanent or "static" IP address, so you're better off having your site hosted by some outside server. But it's great to practice on a local network.
