I don't understand the problem.
There really is no chain tensioner?
The axle carrier simply rotates when the bolts are loose. The axle being offset from the center of the axle carrier allows for re-positioning the centerline of the axle closer to or farther from the engine. Inserting the aluminum rod through the sprocket and into the carrier simple allows you to grab onto the tires to rotate the carrier which gives you more leverage.
I don't believe you can rotate the carrier 360 degrees due to chain guard clearance problems with chain & sprocket.
Rust or dirt on the swingarm could make the carrier harder to rotate, but I can't see how you could ever not be able to rotate the carrier.

Sorry! scooby the cam chain tensioner! I think my check valve is not working properly. When i took the tensioner out it was all comprest in leaving no tension on my cam chain. I took it apart and put it back together again for the second time. I dont know maybe i lost some other part that suppose to be in there?

After we put the motor back together and started it we heard the chain making noise so we checked the tensioner first and it was comprest(sp)and some what jammed. So we finaly got it to work again like it was suppose to. so i put it back in and it was fine for a few days of riding till this last weekend. Then it did it again. The last time i took the 22mm bolt that holds the tensioner in place i looked on the bottom and i could see where the tensioner was sitting againts it(by a wear spot) but i also seen a wear spot right square in the middle a small wear spot like a ball bearing was up againts the bottom of the 22mm bolt. Thats why i think im missing somthing but i have no manual so i dont know.
