Seems like there must be a governor or throttle stop somewhere?

Tell me how to get more out of this 150 that seems like a 50 throttled back.

Would it be at the carb, at the thumb throttle, or somewhere along the cable?

I would check for free play in the throttle lever. It can be adjusted out with the inline adjuster.

The throttle stop is in the throtle itself on the handle bar.
