I don't think it is suppose to go all the way to the top. Just make sure that the governor screw isn't turned in. It is the screw on the right side of the handlebars where the throttle is. There are a few little screws to open it up (don't drop the red seal) and then you will see how when you hit the throttle, it pulls and the screw shouldn't hit the part that moves until you are full throttle.
If that doesn't make sence let me know. The carb should be a slightly oval circle opening when at full throttle.

no i did that i know what your talkin about i was boared and one time the filter fell off. so there was a crapload of dirt in my carb. so i took it off and cleaned it i know how to take out the jets and every thing apart now...it was so filthily dirt was all over it.and i also lowered the idle so i can hear my freinds when where ridein with out shutin off.....that reminds me yeaser day me and my feind where ridin and his 87 230 suzuki can pull the weels off the ground in 2 gear with out dumping the cluch just by leaning back and in first to. is that what its gunna be like when i get my new jets and 15 tooth sproket???...his was completley stock. my dad isnt to happy about me takeing apart my quad all the time hes like your only 12 years old your gunna break it or forget how to pu it back to gether..wow it seems like im just jumping to randome topics...sorry...lol
