e ton 40cc no spark?

e ton 40cc no spark?
So I have an E ton 40cc viper jr quad (pull start), heres my issue.. I have no spark with the plug. I bought a new plug, I run 50:1 on the fuel ratio so I dont think it could be the mixture..
When I pull start the quad I get no spark what so ever, I've checked the gap with is .023 and thats the right size. I DO feel a shock if I touch the plug when I pull start it so that should mean that there is a electrical charge coming to the plug but not making it to the tip correct? any ideas?
