It isn't going to be electrical, so could be compression or carburettor. New carbs have to be set to suit your machine unless you bought it/them from the bike's manufacturer. I find it is always easier to clean out the old carb than set up a new one. As for compression, do a test, if you have low compression, check the valve clearances, no clearance means they need adjusting.

Has to be a fuel issue.....you know for sure carbs are getting fuel to the cylinder? Can you try to flood it on purpose with your hand over the air intake?

They where both right from the manufacturer sealed bags when I got them. After I got them and it still didn't start they made a cross over pipe for it so I got that so instead of two carbs it's now a one carb but that didn't work either lol. I will put the the carb back on it tonight and see what happens. Thanks

As said above check the compression and adjust valves. Then set up the carbs and verify choke is working properly.

Choke on running is a clogged idle jet.

I think your new carbs are jetted too small........if not clogged. I clean all new carbs before I install....Youd be shocked at the debris.
