Taotao ATA150D only runs on starting fluid

Recently got this turd out of the barn after the winter. Ran fine last year, but now it will not start.
I was able to get it to fire by shooting some starting fluid into the carb, but then it would die seconds later. Drained the tank, put on a new fuel filter, new fuel in and I verified that fuel was getting to the carb, still wouldn't run without starter fluid.
Assuming the carb was bad I ordered a new one. Installed the new carb and still having the same issues. I made sure the lines were full of fuel, don't see any issues with vacuum lines.
I'm stumped.

if it will run off starting fluid then its still not getting fuel.. are you getting a nice steady flow of fuel to the carb? Check the float level sometimes they get jammed up during shipping.. I have also had a few carbs not work until i took a bottle and squirted fuel in the carb and kept the machine running for a min then i never had another issue with it.. Settings may be way off on the carb as well.. Screw adjustments are usually around 2 1/2 turns out as a base and then set from their..

Floats were a bit jammed up and the adjustment screw was all the way in. After fixing those, I got it to fire with starter fluid and then immediately switched over to a spray bottle of fuel. After a minute or so of a rough idle it came out of it and idles smooth and fires right up.
