When you write "everything electrical has been replaced" I assume this means wiring loom and solenoid but does it include the start button? If there is no click from the solenoid when you press the start button, first check the thin wires to the solenoid, one should be 12v pos and one neg, when you press that start button, check which is not powered and trace it back to find the fault. I use a 12v incandescent test lamp for these tests, as it tests power rather than voltage.
