The carburetor hoses were disconnected and/or missing, and I cannot find any assembly diagram for the WALBRO WJ98 carburetor...
On the carburetor there are 3 connections, a fuel inlet, an oil inlet, and a 3rd location (this one gives me a problem, I can't find any correspondence or connection for a hose... is it simply a venting ?)
Diaphragm pump carbs continually pump fuel from the tank, any excess that is not used by the jets, is pumped back into the tank, so you need a pickup pipe from the bottom of the tank and a return pipe to near the top of the tank. An oil pipe on a diaphragm pump carb is unusual, but some two stroke engines pump oil into the carb or manifold, rather than using pre-mixed fuel in the fuel tank.
