Default NY - register or not?

Hi, new to the forums here. ..
I picked up a '04 Wolverine 4x4 mainly for snow plowing about a year ago.
Saved my back this winter in upstate NY.
Finally get a hitch on my car so i can move it just for repairs, moving to a new house soon, etc.
I started looking into buying a trailer or just renting a u-haul for the very few times i need it then saw that in NY the ATV requires registration. Talking to some other people they say they never register theirs and have had many but they use them only on their own property.
I also saw that you don't have to actually pay registration fees if you sign saying your using it for nothing but snow plowing on your own property, which is my case.
BUT, even when going to fill out that paperwork, they want to know where you got it, does it have a title, did you pay sales tax when buying it, who did you buy it from, etc.
I always try to do these things the right way and usually get screwed in the end somehow. I bough it from someone off Craigslist, he was local and use it for plowing as well so i am confident it was his and not stolen but i feel like if i go to register it even just for plow use then have to fill out the questions about where i got it and who from, and what did i pay, etc. I am opening up a can of worms with the DMV.
For only being using in my driveway i am not worried about registering it, but when i have to drive it to a mechanic for repairs (which i need to do shortly) I am worried about what if i get stopped for any reason and they want to see a registration for it?

I wanted to get some more opinions on all this from those of you in NYS?

If you are not using the ATV off your own property you do not have to register and insure it. You do have a receipt for it, right?

I do have a receipt, my concern with it not being registered is if while transporting it, like to the auto shop who is going to do work on it for me, i get stopped for any reason and they ask for a registration for it.

You need to fill out a RV-6 form at DMV to take exception for what you want to do. It is for personal snow plowing, agricultural use, etc. ALL atv's need to be registered unless you have filled out this form even if on your personal property.

That's why back to my original issue... i bought it off Craigs list and while i had the seller sign something just saying he is selling me the vehicle with the VIN listed, I did not write the price and they questi proof of ownership on that waver request form and want information about if you paid sales tax on the purchase, etc. Its just it opens up a can of worms to do it.
I always get screwed on these things. Years ago spend tens of thousands to replace a septic tank the legal way (engineer, fees, permits, etc) and still had tons of problems (permit issues, etc.) Two neighbors paid a couple thousand and had it done on the weekend and saved themselves $20k compared to me and lots of headaches. I almost always get screwed trying to do "the right think" with these types of things.

More than likely they will use their table to determine the average value of the ATV to determine the sales tax since you have no proof you already paid tales tax to a dealer. Proof of ownership is the signed receipt from the seller with VIN.

I guess is if you don't want the hassle, then just take the risk of getting caught while transporting it and paying the piper at that time.

Well I did my leach lines myself on a weekend for a little under a grand. And that includes renting the mini excavator.
If you really want it registered, take a digital picture and or a pencil tracing of the vin and head down to the DMV. Just a piece of paper with the vin written on it isn’t good enough.
