What is faster?

The Raptor does weigh slightly more but it does have a lot more power. The air cooled engine in the 400ex is very reliable but you have almost 200cc more displacement and liquid cooling in the raptor 660 engine. I remember years ago some people were using raptor 660 engine parts on grizzly 660 engines because you got a noticeable gain in power. I think they did it on rhinos as well. On the used market, the raptor 660 doesn't cost much more than a 400ex, at least around here. Raptor also had reverse standard on all years, the 400ex didn't get it until later on and think it was still optional. Might not sound like a big deal there but I've seen some 400ex riders wish they had reverse when they had to put it in neutral and push it to turn around in a tight spot.

Im not really looking to get into racing just looking for a fast quad to Bomb around on during the summer. The only racing I'll be doing is probly against friends on a back road.

Quads driven too fact are indeed a bomb waiting to happen. Quads are inherently unstable designs for speed with their high center of gravity, boxy wheel stance, and mushy tires. A go kart they ain't. They're designed for plodding along a "rough plowed field" or other off road situations. They are fun in that regard, but not well suited for miles per hour.
Power sells. I've read in these Forums that about 45 horse around a 600 cc in utility quad is plenty for trail riding, snow plowing, and getting through wet spots. Some quads come with 90 horse engines. The only thing gained in my view is more fuel used, more heat generated and more acceleration.
So learn to respect the machine you select for what it was designed for. Otherwise it could come back and bite you hard.
