This is a question to the programmers, administrators, moderators or owner or actually anybody that can help.
Is there a forum software for free or for a price like this one?
The reason I need to know is that the field of work I am in has a forum page as well, here check it out Bicsi Forum. To put it bluntly it SUCKS! I wish it was set up more like this as you can see in my post "Bicsi Forum Improvement", to become more of a useful tool for people in my field of work. By the way Bicsi is a Not For Profit Organization so don't delete this post thinking it's an ad or something. Their site just really needs some help.

Good, Free forum software - written in vbscript for .asp.... You'll need to be on a microsoft WindowsNT or Win2K webserver to run it (which you are, I checked).
If you're on a unix server that's capable of PHP, look into vBulletin - but you'll have to pay for it.
This forum is called Fusetalk. You'll have to pay for it as well. It's written in Cold Fusion. Make sure your webserver has Coldfusion installed if you plan on running it - CF is not free, neither is this forum software. I've worked with another site deveoper customizing this particular software as well..
Personally, my choice would be Snitz - it works well, especially for the price & requirements if you don't need all the fancy extras - plus it's easily customized if you can write some .asp. It will run with an SQL or Access back end, depending on the traffic you plan on receiving.

PunBB. People say nay towards it because of it's lack of features and dull look. That's what it's intended to be, a lightweight forum system that works. People who turn PunBB down because of these factors, are just lazy people who want something to be done for them. I'd rather save the few hundred dollars a year by using and modding my own PunBB than buying an expensive licensed BB.
