Neutral light wont come on

Neutral light wont come on
I've got a 86 Honda 250 that I cant start. Brand new battery.When I play with the kick start occasionly the light will come on & will start no problem.Ive had it to a Artic Cat dealer close to where it is but it always ran fine. It must be a short? I'm going to bring it to him again but I was hoping to give him an starting point if anyone had suggestions.
